Habitação & Liberdade
Duas palavras inseparáveis e incontornáveis da democracia, que dão nome ao livro de memórias de Helena Roseta — Habitação & Liberdade (Caleidoscópio, 2024) —, aqui apresentado na primeira pessoa. À autora juntam-se ainda numa Mesa Redonda Fernando Nunes da Silva e Nuno Serra para falar sobre a atual crise habitacional, em particular sobre o papel do planeamento na construção de respostas integradas, tendo em conta os desafios, quer habitacionais, quer sociais, económicos e ambientais que enfrentamos.
O evento, promovido pelo Centro para a inovação em Território, Urbanismo e Arquitetura (CiTUA/IST-ID), terá lugar no dia 19 de fevereiro, às 17h, no Museu DeCivil, no Instituto Superior Técnico.
Autora do livro:
Helena Roseta, arquiteta, foi constituinte e deputada em várias legislaturas. Presidiu à Câmara Municipal de Cascais, à Ordem dos Arquitectos e à Assembleia Municipal de Lisboa, cidade onde foi Vereadora da Habitação. Propôs e fez aprovar a Lei de Bases da Habitação em 2019. Coordenou na pandemia o Programa Bairros Saudáveis, de apoio a comunidades vulneráveis para melhoria das suas condições de vida e habitat. Atualmente, continua a lutar pelo direito à habitação e à cidade com a equipa do portal O Contador (www.ocontador.pt).

Fernando Nunes da Silva, Professor Catedrático de Urbanismo (aposentado) e investigador do CiTUA/IST-ID. Foi vereador da Câmara Municipal de Lisboa com o pelouro das Obras Municipais e da Mobilidade e Transportes; responsável pela área de Urbanismo e Planeamento Territorial no Departamento de Engenharia Civil, Arquitectura e Georrecursos do IST (até 2021); membro fundador da Associação Portuguesa de Urbanistas. Tem sido consultor em vários municípios e entidades governamentais no país e no estrangeiro.
Nuno Serra, geógrafo, investigador do CES-UC, técnico superior principal na Santa Casa da Misericórdia de Lisboa, na área do Desenvolvimento Comunitário e Ação Social. Autor do livro Estado, Território e Estratégias de Habitação e coautor do blogue de economia política Ladrões de Bicicletas, tem participado em diversos estudos de referência dedicados à habitação, como o Caderno Finança e habitação em Portugal (2014) ou, mais recentemente, o Relatório Portugal tem uma das maiores crises habitacionais da Europa (2024).
Moderadora:
Sílvia Jorge, arquiteta-urbanista, investigadora integrada do CiTUA/IST-ID, tem trabalhado o tema da habitação a partir de diferentes contextos histórico-geográficos (Portugal, Brasil, Moçambique), conduzindo atualmente o projeto “Habitação como Primeiro Direito” – centrado nos processos e projetos conduzidos em Portugal no quadro do 1.º Direito – Programa de Apoio ao Acesso à Habitação –, financiado pela Fundação para a Ciência e Tecnologia, no âmbito da 3.ª Edição do Concurso Estímulo ao Emprego Científico.

Housing & Freedom
Two inseparable and indispensable words of democracy, which lend their name to Helena Roseta’s memoir — Housing & Freedom (Caleidoscópio, 2024) — here presented in the first person. Fernando Nunes da Silva and Nuno Serra will join the author at a Round Table discussion to address the current housing crisis, focusing on the role of planning in crafting integrated solutions to the social, economic, environmental, and housing challenges we face. The event, organised by the Centre for innovation in Territory, Urbanism, and Architecture (CiTUA/IST-ID), will take place on 19 February at 5 p.m. at the Museu DeCivil, Instituto Superior Técnico.
Author of the Book:
Helena Roseta, an architect, was a member of the Constituent Assembly and served as a deputy in several legislative terms. She presided over the Cascais Municipal Council, the Order of Architects, and the Lisbon Municipal Assembly, where she also served as Housing Councillor. In 2019, she proposed and successfully passed the Framework Law on Housing. During the pandemic, she coordinated the Healthy Neighbourhoods Programme (Bairros Saudáveis), supporting vulnerable communities in improving their living conditions and habitats. She currently continues to advocate for the right to housing and the city with the team of the portal O Contador (www.ocontador.pt).

Fernando Nunes da Silva, Full Professor of Urbanism (retired) and researcher at CiTUA/IST-ID. He served as a councillor for the Lisbon City Council, overseeing Municipal Works, Mobility, and Transport. He was responsible for the fields of Urbanism and Spatial Planning at the Department of Civil Engineering, Architecture, and Georesources at IST (until 2021) and is a founding member of the Portuguese Association of Urbanists. He has acted as a consultant for various municipalities and governmental entities both in Portugal and abroad.
Nuno Serra, a geographer and researcher at CES-UC, is a senior officer at Santa Casa da Misericórdia de Lisboa, specialising in Community Development and Social Action. He is the author of the book Estado, Território e Estratégias de Habitação [State, Territory, and Housing Strategies] and co-author of the political economy blog Ladrões de Bicicletas. He has contributed to several landmark studies on housing, including the publication Finança e habitação em Portugal [Finance and Housing in Portugal] (2014) and, more recently, the report Portugal tem uma das maiores crises habitacionais da Europa [Portugal Has One of the Largest Housing Crises in Europe] (2024).

Sílvia Jorge, an architect and urban planner, is an integrated researcher at CiTUA/IST-ID. Her work on housing spans various historical and geographical contexts (Portugal, Brazil, Mozambique). She is currently leading the project Housing as a First Right, which focuses on the processes and initiatives carried out in Portugal under the 1.º Direito – Support Programme for Access to Housing. This project is funded by the Foundation for Science and Technology as part of the 3rd Edition of the Scientific Employment Stimulus Competition.
